एमपीएससी : १९२० ते १९४७ गांधी युग भाग-१
भारतीय राष्ट्रीय चळवळीतील १९२० ते १९४७ हा कालखंड गांधी युग म्हणून ओळखला जातो. १९२० नंतर जवळजवळ २८ वर्षांच्या कालखंडात राष्ट्रीय स्वातंत्र्य चळवळीत महात्मा गांधींचा प्रभाव दिसून येतो.
महात्मा गांधी- महात्मा गांधींचा जन्म गुजरातमधील पोरबंदर या गावी २ ऑक्टोबर १८६९ रोजी झाला. त्यांचे वडील पोरबंदर व राजकोट संस्थानांत दिवाण होते. गांधीजी हे १८९३ मध्ये एका िहदी कंपनीचे वकील म्हणून दक्षिण आफ्रिकेत गेले होते. २१ वर्षे आफ्रिकेत वास्तव करून वयाच्या ४५ व्या वर्षी गांधी िहदुस्थानात परतले. गांधीजींनी पहिला सत्याग्रह आश्रम १९१५ साली साबरमती येथे स्थापन केला. िहदुस्थानातील मजुरांना फिजी बेटांवर गुलामांप्रमाणे वागणूक देणे बंद करावे ही मागणी सरकारकडे केली.
महात्मा गांधींचे कार्य-
१)    चंपारण्य सत्याग्रह (१९१७)- बिहारमधील चंपारण्य येथील युरोपीय निळीच्या मळेवाल्यांकडून तीन काठिया पद्धतीमार्फत गरीब शेतकऱ्यांवर अत्याचार होत असे. एप्रिल १९१७मध्ये गांधीजींना राजकुमार शुक्ल नावाच्या स्थानिक नेत्याने शेतकऱ्यांची परिस्थिती बघण्यासाठी आमंत्रित केले. या सत्याग्रहामुळे शासनाने चंपारण्यातील अन्याय दूर करणारा कायदा १९१८ मध्ये संमत केला व तीन काठिया पद्धत रद्द करण्यात आली.
२)    खेडा  सत्याग्रह (१९१८)- सन १९१८मध्ये गुजरातमधील खेडा जिल्ह्यामध्ये दुष्काळ पडला होता. दुष्काळामुळे पिके बुडाली असताना शासकीय अधिकारी शेतकऱ्यांकडून जबरदस्तीने शेतसारा वसूल करत असत. मोहनलाल पांडे नावाच्या नेत्याने गांधीजींना आमंत्रित केले. गांधीजींनी साराबंदी चळवळ सुरू केली. शासनाने गांधीजींच्या चळवळीची दखल घेऊन दुष्काळी कालखंडामध्ये जमीन महसूल वसुलीला स्थगिती देण्याचा निर्णय घेतला. खेडा येथील सत्याग्रहामध्ये गांधीजींना सरदार वल्लभभाई पटेल, डॉ. राजेंद्र प्रसाद, विठ्ठलभाई पटेल आदी कार्यकर्त्यांचे सहकार्य लाभले.
३)    रौलेट अ‍ॅक्ट (१९१९)- भारतातील राष्ट्रीय आंदोलन व क्रांतिकारी चळवळीला प्रतिबंध घालण्याकरिता ब्रिटिश शासनाला नवीन कायद्याची आवश्यकता भासत होती. या कायद्याचा अहवाल तयार करण्याकरिता शासनाने सर सिडने रौलेट यांच्या अध्यक्षतेखाली एक समिती नेमली. या समितीने तयार केलेला अहवाल एप्रिल १९१८मध्ये अनाíककल अँड रिव्हॉल्युशनरी क्राईम अ‍ॅक्ट पास केला. या कायद्यातील तरतुदींनुसार कोणत्याही व्यक्तीला विनाचौकशी अटक करण्याचा अधिकार शासनास मिळणार होता. अटक करण्यात आलेल्या व्यक्तीची तीन न्यायाधीशांच्या चौकशी मंडळापुढे चौकशी करून शिक्षा करण्याचा अधिकार शासनास मिळाला होता.
गांधीजींनी १९१९ मध्ये रौलेट कायद्याच्या निषेर्धार्थ सभा घेतली. ६ एप्रिल १९१९ हा संपूर्ण भारतभर सत्याग्रहाचा दिवस म्हणून पाळण्याचा निर्णय घेण्यात आला. या दिवशी हरताळ, उपवास, निषेध मिरवणुकी आणि निषेध सभा असा कार्यक्रम जाहीर करण्यात आला. ६ एप्रिल १९१९ रोजी हा सत्याग्रहाचा कार्यक्रम यशस्वीरीत्या पार पडला. हा काँग्रेसमार्फत पाळण्यात आलेला अखिल भारतीय बंद होय.
४)    जालियनवाला बाग हत्याकांड (१९१९)- सरकारने स्थानिक नेते डॉ. सफुद्दीन किचलू व सत्यपाल या दोन नेत्यांना अटक केल्यामुळे पंजाबमधील अमृतसर शहरात एक निषेध सभा बोलाविण्यात आली. लोक संतापलेले होते. लोकांमधील असंतोष लक्षात घेऊन सरकारने जमावबंदी व सभाबंदी आदेश लागू केला, परंतु सरकारी आदेशाला न जुमानता स्थानिक लोकांनी १३ एप्रिल १९१९ रोजी जालियनवाला बागेत निषेध सभा बोलाविली. या सभेला मोठय़ा संख्येने लोक जमले. सरकारच्या आदेशाविरुद्ध इतक्या मोठय़ा संख्येने लोक एकत्र आल्याचे पाहिल्यावर तेथे बंदोबस्तासाठी उपस्थित असलेला जनरल डायर हा इंग्रज अधिकारी संतप्त झाला. त्याने नि:शस्त्र लोकांना चहूबाजूंनी घेरले आणि जमावाला कोणतीही पूर्वसूचना न देता गोळीबार करण्याचा आदेश आपल्या सनिकांना दिला.
सरकारच्या अंदाजानुसार मृत्यू पावलेल्या लोकांची संख्या सुमारे चारशे इतकी होती, परंतु प्रत्यक्षात ती संख्या त्यापेक्षाही मोठी होती. याखेरीज गोळीबारात हजारो जायबंदी झाले होते. जालियनवाला बाग हत्याकांडावेळी पंजाबचा गव्हर्नर मायकेल ओडवायर हा होता. जालियनवाला बाग हत्याकांड चौकशीसाठी सरकारने हंटर कमिटी १ ऑक्टोबर १९१९ रोजी नेमली. या घटनेच्या निषेधार्थ रवींद्रनाथ टागोरांनी सर व गांधीजींनी कैसर-ए-िहद या पदव्यांचा त्याग केला.
५)    खिलाफत चळवळ (१९२०)- जगभराचे मुस्लिम लोक तुर्कस्थानच्या खलिफाला आपला धर्मगुरू मानत असत. भारतीय मुस्लिम जनतेची निष्ठा तुर्कस्थानच्या खलिफासोबत निगडित होती. तुर्कस्थानच्या खलिफाने पहिल्या महायुद्धाच्या काळात जर्मनीच्या बाजूने युद्धात प्रवेश केला. युद्धाच्या समाप्तीनंतर तुर्कस्थानच्या खलिफाच्या सत्तेला कोणताही धोका पोहोचणार नाही, असे आश्वासन ब्रिटिश शासनाने भारतातील मुस्लिम नेत्यांना दिले होते. या आश्वासनास प्रमाण मानून भारतीय मुस्लिमांनी ब्रिटिशांना युद्धात मदत केली होती.
युद्धसमाप्तीनंतर ब्रिटिश शासन तुर्कस्थानची सत्ता नष्ट करून खलिफाची गादी नष्ट करणार अशी बातमी सर्वत्र पसरली होती. तेव्हा भारतीय मुस्लिम नेत्यांनी तुर्कस्थानच्या खलिफाची सत्ता टिकविण्याकरिता व धर्मक्षेत्राचे रक्षण करण्याकरिता ब्रिटिश शासनाविरुद्ध चळवळ करण्याचा निर्णय घेतला. ही चळवळ खिलाफत चळवळ म्हणून ओळखली जाते. खिलाफतचा प्रश्न सोडविण्याकरिता राष्ट्रीय काँग्रेसमधील महात्मा गांधीजी, लोकमान्य टिळक, डॉ. राजेंद्र प्रसाद आदी नेत्यांनी या चळवळीस पािठबा देण्याचा निर्णय घेतला.

Passage-4
Modern economics does not differentiate between renewable and non-renewable materials, as its method is to measures everything by means of a money price. Thus, taking various alternatives fuels, like coal, oil, wood or water power; the only difference between them recognised by modern economics is relative cost per equivalent unit. The cheapest is automatically the one to be preferred, as to do otherwise would be irrational and ‘uneconomic’. From a Buddhist point of view, of course this will not do, the essential difference between non-renewable fuels like coal and oil on the one hand and renewable fuels like wood and water power on the other cannot be simply overlooked. Non-renewable goods must be used only if they are indespensible, and then only with the greatest care and the highest concern for conservation. To use them carelessly or extravagantly is an act of violence, and while complete non-violence may not be possible on earth, it is nonetheless the duty of man to aim at deal of non-violence in all he does.
