Shivaji was a great administrator. He introduced a better system of Government for his people. He was assisted by a Council of eight ministers. For the purpose of efficient administration, Shivaji divided his kingdom into three provinces, each of which was under an able Viceroy. Each province was sub-divided into districts.The village was the lowest unit. Justice was administered by Nyayaadhish or the Chief Justice. Shivaji organised the system of land revenue basing upon the principles laid down by Todar Mall and Malik Ambar. The assessment was made after a proper survey of land and the rent of the State was fixed at two-fifths of the gross produce. He realised military contributions termed Chauth and Sardesmukhi from regions not owing his sovereignty. He also organised an efficient military system. At the outset the Maratha army was in the nature of a militia, but Shivaji created a standing army and improved its discipline. His army mostly consisted of infantry and cavalry. In order to check corruption he abolished the system of Jagir and introduced cash payment for his soldiers. He strengthened his military position by building considerably big fleet. In short, Shivajis administration was efficient and enlightened. Shivaji occupies a distinguished place in the history of India. From the position of a petty Jagirdar he rose to the rank of a ruler by dint of merit and ability. He gave a new life to the Marathas and welded them into a nation. Himself an orthodox Hindu, Shivaji was tolerant to other faiths and showed proper respect to women. He fought for the glory of Hinduism and whatever may be his faults, he was bold, active and intelligent. He was indeed one of the best constructive geniuses that Hindu -India has ever produced.
